How come speed tests tell me I have a ~13Mbps download speed, but I've never actually downloaded anything faster than 1.5Mbps, maybe 1.6-1.8 on rare occasions... and I'm talking torrents, Steam downloads, stuff that should be fast as hell.

1.5 is still really fucking good... or I just have REALLY terrible download speed

I do believe you're mistaking Mbps with MB/s

I have a 3Mbps connection, which means I can download at approximately 360Kb/s max.

13Mbps is about 4.3x that much, giving you a speed of about 1.5-1.6 MB/s.

Everything's in order, you've just got your units mixed up.
